If you travel straight north from the Rexburg North Exit until you come to the SA Sand Dunes you will eventually come to the Red Road Parking area just north of the Sand Hill Resort. There is a large, maintained parking lot and if you don't want to pay the (reportedly exhorbitant) fees at the SHR there are spots to dry-camp along the road on the sands and in the sagebrush.
